What is sensible, responsible financial planning? In my world it is paying as you go, saving money through efficiency not service cuts, establishing realistic performance policies and finding the most cost efficient means of implementation, avoiding artificially low, politically driven, unrealistic tax increases, avoiding debt where possible, openly acknowledging debt service levels, setting realistic staff wage levels that reflect our municipal average income reality, maintaining what we have in good working order and investing in community projects with quantifiable returns on investment.
